On January 1, 2025, the new Law “On Public Procurement” came into force in Kazakhstan. Its main goal is to improve tender procedures, increase the quality of purchased goods, works and services, and support domestic manufacturers.

The key changes include:

Reduction in the terms of tenders:

  • The time for discussing tender documentation has been reduced from 5 to 2 working days.
  • Acceptance of applications now takes 5 working days instead of 15.
  • Review of applications and summing up the results has been reduced from 10 to 3 working days.

Public monitoring of construction work:

  • Work schedules and reports on contract execution will be posted in the public domain.
  • The public will be involved in monitoring the execution of contracts.

New procurement appeal mechanism:

  • Complaints are now considered directly by the procurement organizer, which will speed up the process and avoid delays.

Simplification of minor procurement:

  • Companies can purchase goods from one source for up to 100 MCI, and works and services – up to 500 MCI.
  • For rural akimats, the threshold has been increased from 3,000 to 4,000 MCI.

Support for small and medium businesses:

  • Companies in this category have received priority rights to participate in the procurement of goods, works and services worth up to 50,000 MCI.

Preference for domestic products:

  • Priority purchase of domestically produced goods by establishing exemptions from the national regime in order to support the domestic market

Development of competition and protection of business:

  • If at least two suppliers from the private sector participate in the competition, applications from government agencies and quasi-public companies will be automatically rejected by the web portal.

Changes in the conditional discount system:

  • Territorial preferences have been increased from 1% to 2%.
  • Negative discount values ​​have been increased from 0.1% to 0.2%, which increases support for local suppliers.

In connection with the entry into force of the Law “On Public Procurement”, a number of modifications have been made to the State Procurement web portal.
