The Bureau of National Statistics is introducing new annual statistical reporting on the use of artificial intelligence by enterprises. The relevant Form 1-AI, “Report on the use of Artificial Intelligence by enterprises,” was approved by Order No. 25 of the Head of the Bureau of National Statistics dated 24 August 2026.
The new requirements will take effect on 1 January 2027.
Form 1-AI requires enterprises to provide information on whether they use artificial intelligence technologies, which specific solutions are applied, in which business processes they are used, and what impact their use has on the organisation.
Who is required to submit Form 1-AI
Form 1-AI will be submitted by legal entities, their branches, representative offices and other separate structural units with more than 100 employees.
The requirement applies to organisations engaged in certain types of economic activities according to the General Classification of Types of Economic Activities. In particular, the list includes:
- agriculture;
- mining and manufacturing;
- energy;
- water supply and waste management;
- transportation and warehousing;
- certain types of activities in the field of public administration.
The reporting will be collected on a full-coverage basis according to the organisation’s primary type of economic activity.
If the responsibility for submitting statistical reports is assigned to a branch or another separate structural unit, that unit will submit the form independently at its location.
When the report must be submitted
Form 1-AI will be submitted once a year, no later than 25 February of the year following the reporting year.
As the order takes effect on 1 January 2027, organizations subject to the requirements will first need to submit the report for 2027 by 25 February 2028, inclusive.
What information must be provided
The report consists of several sections. At the first stage, the organisation indicates whether it uses artificial intelligence systems.
If AI technologies are not used, the organisation will be required to indicate the reasons for their absence and its plans to use such technologies in the coming years.
If artificial intelligence is used, the organisation will need to provide more detailed information, including:
- the artificial intelligence models and technologies used, including machine learning and deep learning, natural language processing, computer vision, agentic systems and robots, as well as decision-support systems;
- business processes in which AI is used and the results of its application;
- the existence of an artificial intelligence development strategy and designated responsible persons;
- the maturity of IT infrastructure and data management processes, including the use of cloud technologies;
- specialists, their competencies and employee training;
- measures to ensure the security of artificial intelligence systems and compliance with ethical principles.
Thus, the new form is intended not only to record whether AI is being used, but also to provide a more detailed assessment of how artificial intelligence technologies are integrated into the organisation’s activities.
Liability for non-compliance
Failure to meet the deadlines for submitting statistical reports, as well as providing inaccurate data, entails liability in accordance with Article 497 of the Code of the Republic of Kazakhstan on Administrative Offences.
Form 1-AI must be signed by the head of the organisation and the chief accountant, or by persons acting in their respective capacities.
What organisations should consider
Companies subject to the new requirements will need to ensure the collection of the information required to complete Form 1-AI as early as 2027.
Particular attention should be paid to information on the AI systems in use, areas of their application, implementation results, responsible employees, infrastructure and security control measures.
Appointing responsible persons in advance and maintaining systematic information on the use of AI will help organizations prepare for the first submission of the new statistical report without having to collect the required data within a limited timeframe.
