In 2025, students, pensioners, housewives and employees will be exempt from the requirement to file an income tax return. According to the Ministry of Finance of the Republic of Kazakhstan, this will affect about 8 million people, which is more than 90% of individuals who fall under the fourth stage of universal declaration.
However, mandatory declaration will remain for the following categories of citizens:
- persons with assets abroad;
- those who made large purchases worth more than 20 thousand MCI (74 million tenge or 141.8 thousand dollars) during the year;
- citizens who received income subject to independent taxation.
In addition, citizens will be given the opportunity to voluntarily declare income and assets.
The ministry also noted that 14 years have passed since the adoption of the concept of universal declaration. During this time, the digitalization of databases of government agencies and authorized organizations was carried out, the share of non-cash payments reached 86%, and the exchange of information on financial accounts became more efficient.
